The 1921 Quota Act and the 1924 Immigration Act resulted in additional procedures and increased workload on Angel Island. The quota law allowed 20 percent of the year’s allotment for each country to be used each month With each ship, the commissioner of immigration in San Francisco had to communicate with Washington, D.C., to determine what was left in that month’s allotment for each country.
