In a barracks courtyard, at night (at 5 o'clock in the morning according to a pendulum), a bivouac is held. A man, in civilian attire (dark-colored outfit and a top hat) is reading a document (the proclamation of the Prince President) to a group of soldiers of the National Guard, who strongly approve of the reading.
