Report of the investigation by W.T. Stead into the trafficking of young women into prostitution. With the support of Josephine Butler and the help of Rebecca Jarrett, a former prostitute, W.T. Stead, editor of the popular paper the Pall Mall Gazette, conducted an undercover investigation into the trade. The 1880s saw a growth in concern about 'White Slavery', the sale and trafficking of British girls and young women into prostitution. The Gazette's investigation provoked an outcry and in the same year of its report, Parliament enacted a Bill that raised the age of consent to 16.
