The rules, established by the 115th Infantry Division commander, were translated at Audru municipal government. Only local inhabitants known by local officials not to be Germans, could put out to sea. Going out and coming in to sea could only take place in designated places. A licence was required for fishing, and boat owners had to have a certificate with the photograph of the holder. No one could be out on the sea from sundown to sunup. If necessary in exceptional cases, the family members of fishermen desiring to go out to sea could be held as a surety. If any unfamiliar boats landed, local inhabitants had to take the arrivals to the military commander immediately.
