The canepin leaf is painted with a pastiche of an eighteenth century fete champêtre (figures depicted within a rural setting).
The fan is probably made in France and 'encased' in Russia as the guards bear Russian hallmarks of the jeweller Friedrich Kochli.

Jeweller working in St. Petersburg, made supplier to the court of the Dowager Empress Marie Fedorovna in 1902. Known to have exhibited his work at the Exposition Universelle, Paris in 1900.
