This DOI secretarial ceremonial flag bears the Departmental seal (with the bison design used from circa 1937 through the 1940s) painted onto a field of blue silk. There are also seven white stars appliqued to the flag; they extend horizontally across the field--three above the seal and four below the seal. There is gold trim and fringe on three sides of the flag and a pocket for a flag pole on the fourth side.
