Sailing ships are manoeuvring between dangerous reefs in rough weather and towering waves. They are threatened by shipwreck If they are forced closer to land. The painting was used by parliamentarians as a background for interviews when 'the seas ran high' in negotiations and political manoeuvring was necessary to prevent an agreement ending up on the rocks.
