It is likely that they are waiting for a pilot, who is probably approaching with the fishing vessel (pink) approaching in the foreground. On the far left, another large seagoing vessel can be seen, which is leaving for sea. The merchant ship central in the background is also seabound. The fluit on the right is sailing shoreward. In the foreground a few wooden barrels are part of the buoys.
