On 4 July 1976, Profesor A. Petrosiants, Chairman of the State Committee of the USSR for the Utilization of Atomic Energy, and Professor B. Gregory, Director General of CERN, in the presence of the President of the Council, Dr. G. Funke, signed an Agreement in Moscow concerning scientific and technical cooperation at the 70 GeV proton synchrotron, which was being built in the USSR. This machine, at the Institute of High-Energy Physics, Serpukhov, was to be for several years the highest energy accelerator in the world.
