To ration sales of foodstuffs, sugar and flour were sold for vouchers during wartime. Tallinn and Paldiski changed over to vouchers in November 1915. In Haapsalu, sugar began to be sold for vouchers in November 1915; flour, in January 1916. In Paide and Rakvere and on the order of the special conference, in Livonia as well, “sugar notes” were introduced in summer 1916. In Viljandi and Pärnu, wheat cards were adopted in early 1917. In the first few months of 1917, bread and bread flour began to be sold on the basis of vouchers in Valga, Võru and Viljandi.
