The 8th Zionist Congress in the Hague, 1907.

August 14-21,1907, 324 delegates. Chairmen – D. Wolfson and M. Nordau. It was the first time when four workers from Eretz Yisrael (Land of Israel) took part in the congress. The delegates yet again focus their attention on the political, diplomatic and practical issues of the resettlement. In his address K. Veitsman formulates “synthetic Zionism” as a correlation mechanism of the politico-diplomatic work on the one side and the practical resettlement tasks on the other in the frame work of the Zionistic Organization (see Zionism, Historical overview, Formation and Development of the movement). One of the resolutions signed by the congress stipulated the establishment of a “special Palestinian department controlled by a member of the Executive Committee to supervise the progress of resettlement of Zionists into Eretz Yisrael (Land of Israel). The bureau of this department was opened in Jaffa in 1908 and was chaired by A. Ruppin. It was also decided to createthe Palestinian Land Use Company with the initial capital of 50 thousand pounds sterling. The delegates also acknowledged Hebrew as the official language of the Zionist movement and its ruling organizations, congresses and summits.
