The circular on the organization of public welfare from 1846 provides for the establishment of a beggar depot in the former Hospice St. Jean in Pfaffenthal. This depot is intended to take on the following tasks: a penal and reform house for judicially convicted beggars, a workhouse and prevention facility for temporarily unemployed or impoverished individuals, and a poorhouse for the elderly, sick, and infirm who do not receive home support.
