This newspaper is one of the earliest printings of the Bill of Rights. Six congressmen, including James Madison, met to reconcile the differences between the House and Senate versions. By September 25, more than two-thirds of each house of Congress—the supermajorities needed to pass amendments—approved the final changes. They were then sent to the states for ratification.
