On March 3, 1848, the member states of the German Confederation are allowed to abolish press censorship. This measure is introduced into Luxembourgish law by a decree on March 15, 1848. However, the stamp duty remains in place. Freedom of the press and the abolition of the stamp duty frequently top the list of petitions submitted to the authorities. Article 25 of the new constitution proclaims press freedom and the abolition of the stamp duty, but only for national newspapers.
