Xavier was born in São Tomé e Príncipe, in 1947 and study painting in E.S.B.A.P. in 1976. He illustrated didactic books for Angola in 1973. He is now a retired teacher. His artworks are represented in many private collections in Portugal and other countries and exhibits individual and collectively since 1980.
