The pedestal and surroundings of the monument were designed by the famous Italian-Levantine architect Giulio Mongeri (d. 1953), who was first active in İstanbul and then in Ankara between 1900-1932. Amongst the most recognized structures in Beyoğlu that Mongeri and his Italian partner, Edoardo De Nari (d. 1954) co-designed are the S. Antonio Church (1906-1913), the Majik Movie Theater (1914). Other renown works of this architect include Karaköy Palas (1920), Maçka Palas, Güzelbahçe Clinic, the Osmanlı Bankası in Ankara (1926), İş Bankası (1929), Ziraat Bankası General Headquarters (1926-29) and Çelik Palas in Bursa (1930-32).
