As indicated in California Attorney General U.S. Webb's letter dated September 8, 1917 to G.H Hecke, "THE LAW" to which the poster refers is Statutes of 1917, Chapter 508, although this legislation was regarding infestations of rodents as a threat to public health, not agriculture. Other related laws cited were Statutes of 1909, Chapter 204 and Statutes of 1913, Chapter 422 (ODC1:29(20)).
