"People who live at or below the poverty line, depend on public transportation and don’t have a driver’s license are disproportionately impacted by laws against early voting, limited poll hours, and voter id requirements. This group disproportionately includes minorities, single parents and young adults. Politicians and the media often question whether or not these groups are apathetic or do not have the interest or motivation to vote. Others question whether or not these individuals are suppressed and do not vote by design. At what point does a hurdle become a barrier? A minor nuisance to one person could be an impossible obstacle to another depending on the circumstance.
