Soon after obtaining the land that by right belonged to him, King Airlangga immediately set forth to improve the welfare of his people. A dike was constructed at an area known as Waringin Sapta to block up Brantas River, which often overflows and cause severe damage to the rice fields. In order to safeguard the dike from damages, King Airlangga issued an order that made it imperative for the local people to maintain the condition of the dike. in returm for their service, their area of residence would be freed from any tax dues. As a result the welfare of the people improve significantly, water transportation on the Brantas River also showed a remarkable increase, and the Hujung Galuh Harbor grew to become an inter-island trade.
