Born in Philadelphia, the son of immigrant artist Paul Weber, Carl studied in Germany (Frankfurt, Munich) and in Vienna and Paris, before returning to the United States in the mid-1870s. Known primarily for his pastoral scenes and delicate watercolors, Weber exhibited regularly at the Pennsylvania Academy of the Fine Arts, winning medals for his work in oil and watercolor.
