Lost revenue from fare skimming concerned public transportation companies in Chicago during the late 1800s. Streetcar conductors sometimes illegally kept money from fares for themselves. Some companies employed undercover riders who observed and documented the true number of collected fares. Conductors would ring a bell each time they collected a fare or punched a ticket as a way of signaling payment.
