The leadership of Underground Directorate of Civil Resistance, one of the branches of the Polish Government Delegate’s Office, established primarily to maintain the morale of Polish society, encourage passive resistance and to organize sabotage, could not overlook the attitude of some Poles towards the Jews. They viewed anti-Semitism as a blight on the nation. Many times, in its official leaflets and Underground publications, the Directorate warned those who were acting disgracefully about the potential postwar consequences. "Warning" was published in "Rzeczpospolita Polska", Warsaw, March 11, 1943, number 4-5.

    Despite the fact that the Polish populace is itself the victim of a dreadful terror, it looks with horror and deep compassion at the slaughter of the remaining Jews in Poland by the Germans. This populace has protested against this crime, and this protest has been heard by the entire free world, and Jews who escaped from the ghetto or the death camps have been helped to such an extent that the occupier has published an order threatening death to Poles who help Jews seeking refuge. Nonetheless there can be found those individuals bereft of respect and conscience, recruiting themselves from the underworld who have created a new source of income for themselves by blackmailing those Poles who help Jews and Jews themselves. The K.W.C. Kierownictwo Walki Cywilnej (Directorate of Civil Resistance) warns that this type of extortion is noted and will be punished to the full extent of the law as is possible at this time, and certainly in the future as well.
