In the 17th and 18th centuries, the concern with cleaning the city was concentrated in specific moments, especially in the preparation of the public space for events and celebrations, that is, cleaning was associated with the constitution itself and the celebration of a common and public space. . Throughout the eighteenth century, the City Council several times determined cleanliness, which encompassed the bush and the "filth" considered garbage, especially in front of houses, and established the places of dumping. Around 1800 the city had 38 streets, 10 lanes and 6 alleys. ⁣

It was in 1869, when the city had just over 30 thousand inhabitants, that the regular public cleaning service started in the city, at a time of great social and urban transformations with the great immigration and the wealth of coffee. The City Council signed a two-year contract with Mr. Antonio Francisco Dias Pacotilha - which can be considered the first contract for the provision of public cleaning services in the city, and the city government placed animal-drawn vehicles on the street to collect household waste and sweeping the streets.⁣

Powered by animal traction, the model with iron wheels was used for public cleaning of the city of São Paulo on dirt roads until the beginning of the 20th century.⁣
After the garbage was swept to the side of the road, the cleaning staff used pitchforks (a kind of broom shaped like a trident) to collect the garbage and put it in that cart for transport.⁣
