This letter relates the orders of Freedmen’s Bureau Commissioner Oliver O. Howard to transfer charge of Chesapeake Hospital, near Hampton Virginia, to George Whipple of the American Missionary Association (AMA), in order to accommodate the ever-expanding need of educating freedmen. This letter shows the close relationship between the AMA and the Freedmen’s Bureau. General Howard is the namesake of Howard University.
