This photo of an anonymous woman hiding her flask in 1921, demonstrates that Washingtonians were using the "garter flask" almost as soon as Prohibition began and long before Mlle. Rhea arrived. Note the swastika in the tile floor -- during the early 1920s, this symbol was not yet tainted by its association with the Nazis.
