Also known as the Pelabon Works, the Belgian Munition Works was established by the Belgian engineer and refugee, Charles Pelabon. A Belgian workforce made hand grenades and artillery shells for the Allied war effort. A sizeable Belgian community soon developed in the Richmond area.
