'Young Folks Paper' was a weekly literary magazine for children and young people which ran from 1871 until 1897. Started by James Henderson of Red Lion House, London, the magazine is most famous for publishing the earliest serialised forms of Robert Louis Stevenson's novels 'Kidnapped' and 'Treasure Island'.
In the bottom left corner of this particular front page, you can read the beginning of 'Kidnapped'. Its accompanying illustrations - both featuring the tale's young protagonist David Balfour - are also printed in black and white.
