This cartoon depicts "Mr. Taxpayer" reveling in all the attention as the Republican elephant, Democratic donkey, and Progressive goat try to outdo each other. With the 1924 Presidential and congressional elections only two weeks away, politicians of all parties were promising lower taxes to woo voters.
