Horace Merle Cochran was an American Career Foreign Service Officer. He was sworn in as the first Ambassador Extraordinary and Plenipotentiary to Pakistan but did not serve. Later that same year, he became the first Ambassador Extraordinary and Plenipotentiary to Indonesia and served from 1949 until 1953.
