Societies are constantly (re)defining their priorities according to sociopolitical, cultural, and economic necessities or even paradigm shifts. Sometimes, some of those needs are conflicting and may entail negotiation. Like when a city needs to choose between maintaining its contemporary landscape or boosting the construction of new buildings to satisfy the increasing demand for housing.
