  • Long Description: A native of Thetford, Vermont, Dean Conant Worcester was born on October 1, 1866. At the University of Michigan, where he obtained his B.A. in 1889, he became an assistant professor and the curator of its zoological museum. He first came to Manila in September, 1887, and was later named as one of the five members of the first Philippine Commission in January, 1899. In 1900 he was made a member of the second Philippine Commission by President William McKinley. In the civil government, he was the Secretary of the Interior for 12 years, starting September, 1901. Under Worcester, the Bureau of Science was organized. He built it into a most modern research entity with a biological laboratory which pioneered in the manufacture of vaccines and sera. He likewise reorganized the Bureau of Forestry, founded the School of Forestry at Los Baños in Laguna, and promulgated laws creating the Bureau of Mines, Agriculture and Public Lands. Through his efforts the Philippine General Hospital was built, the Medical School opened, and a $15 million modern water and sewer system established for Manila, besides effective quarantine service. Worcester''s work on the "non-Christian tribes" was deemed as his most successful achievement during his long government service. With his knowledge of the indigenous groups in the Mountain Province, Nueva Vizcaya, Mindoro, Palawan, Agusan, and Bukidnon--areas which he had visited during the Spanish regime as a zoologist--he became interested in their welfare and organized the Bureau of Non-Christian Tribes. Upon his retirement in September, 1913, he chose the Philippines for his home. He was actively engaged in the promotion and development of the agricultural and commercial enterprises when he had a fatal heart attack on May 2, 1924.
