Jeongjo’s own writing to instruct Confucian scholars of Seonggyungwan in 1798 (Jeongjo 22). He wrote this text because the scholars did not understand the phrase ‘Pochokbuleon Honggokjangjang’ which appears in his writing ‘eoje’ suggested in a state examination held 9th September every year. This phrase comes from 『Gwanja』 and ‘Chok’ here came from the meaning; if you lead government officials with respect to ancestral service and with politesse, without saying much, state affairs in the court will naturally go smooth. People responding to that virtue and reforming themselves is as if a big wild goose is stretching its wings and flying high. People will be singing and praising about it.
