    the role which traditional leaders should play in local, provincial and national government. But we must strongly resist any concession to them where they will stand outside the democratic process by investing them with author- itan powers. What is very disturbing is their inability to understand the social forces at work inside and out- side South Africa. South Africans have fully accepted democratic government in which the people's representatives in the central, provincial and local government level are democratically elected and are accountable to their respective consti- tuencies. Besides, the country's youth who occupy key positions, in society and in all levels of government, in the Congress of South African Congress of Trade Unions (Cosatu) and in the South African Communist party (SACP) are urbanised and fairly educated. They cannot be expected to compromise the democratic principles
