On September 26th the offer for the access to autonomy made by UCD and PSA was rejected at an extraordinary plenary session of the “Junta de Andalucía”, the Regional Government. The Junta reaffirmed the result of the referendum hold on February 28th, when the Andalusians had chosen to follow article 151 of the Constitution of Spain. But the reform of the Spanish Referendum Act was necessary because of the low turnout in Almería, one of the eight Andalusian provinces.
