The Korean people faced two overriding issues at the end of the Korean Empire - to defend the country against foreign invasion and to establish a modern nation state with national sovereignty. These two matters were closely related as it was necessary to build a nation state equipped with modern systems of governance in order to defend the country against invasion, and, likewise, it was necessary to defend the country in order to be able to establish a modern nation state.
