Despite the close quarters and difficult living conditions in the barracks, the many postwar refugees from Eastern Europe could draw on a sense of community and solidarity at the "Valka Camp." In 1954 it was renamed the "Federal Displaced Persons Camp for Foreigners." It was located on a part of the Rally Grounds that had been a camp for participants at Nazi Party Rallies during the National Socialist era (1933-1938).
