War policy emphasised the idea that in order to win the conflict, efficiency in work and increased production were essential. Anyone who was not mobilised to the war front had to work hard to increase his production wherever he worked. It was the trade union centres, in this case the Union of Office Employees, who were responsible for the organisation of work.
