Derek Balmer PPRWA is a British artist and photographer, Past President of the Royal West of England Academy and Pro-Chancellor of the University of the West of England to Chancellor Dame Elizabeth Butler-Sloss. He received an Honorary Doctorate from the University of the West of England in 2001.
