Saluting President Leguía

Peruvian presidential tradition is reflected in laws that determine that the president of the republic embodies the nation. Saluting the president is the same as saluting the nation.
For the celebration of the first centenary of independence, President Leguía ordered celebrations in Lima and invited heads of state and other leading figures from around the world. Journeys were made by sea at that time, and could take several weeks, and so rather than attending in person, heads of state sent their ambassadors or other distinguished figures. France was represented by the general Charles Mangin, a hero of the First World War.
