Todd Williams (1939) was born in Savannah, Georgia. He studied at the City College and the School of Visual Arts in New York. He taught Art at the Manhattan Country School and the Bernstein Institute.
The sculpture by Williams stands 7 meters high and is made of reinforced concrete.
It is made up of three elements connected by different circular and oval parts that together make up a space, or roof, that offers shelter and allows for passage underneath it.
The sculpture was originally constructed on a mound of volcanic rock (which is the natural landscape of the zone) inside of which was the Olympic Village warm up arena that is still used today.
