The Birth of the States of the Mexican Republic Part I

In 1821, the Mexican government declared independence from Spain and adopted an Imperial model of governance that didn't last long. In less than a year after the coronation of Agustin I, it was decided that Mexico would become a federal republic constituted by free states.

Through this exhibition, the legislative processes that led some states to join the Federation as of 1823 and others that were created throughout national history will be revealed.

The collections of the state and municipal archives, such as those shown here, together with those of the General Archive of the Nation, reflect the political and administrative structure of the Mexican Federation. Exhibiting documents from the three levels of government will reveal the way in which the Republic that we know today was structured.

Constitutive Act of the Federation

On January 31, 1824, the provinces that formed New Spain, the captaincy general of Yucatán and the internal provinces of the east and west, decided to become a Federal Republic made up of free and sovereign States whose government would be divided into three powers: Executive , Legislative and Judicial.

The Sovereign Congress of the State decrees through Manual Galván, President, that a Supreme Court of Justice be established in the State, whose territory will be the same as what was previously called the Province of Guanajuato.

Regulation for the internal arrangement of the Secretariat of the Interior of the State of Guanajuato, approved by the Constituent Congress in session of August 3, 1824.

Article number 3, on the control of archive documents, stands out.

In article 15, the figure of the Archivist Officer appears, who will be in charge of the entire archive of the Secretary and will have a clerk to support the archive. The annual salary of the Archiving Officer was 500 pesos and of the Clerk 300 pesos, with respect to the salary of the Secretary of 1,800 pesos.

The Constituent Congress of the Free, Sovereign and Independent State of Guanajuato, attentive to avoiding faults and remedying abuses, which as a public necessity is to fix the archives of the towns where the lack of notaries and the diverse management of judges, It is causing the records, deeds and records of all kinds not to be found together or well kept, giving rise to loss, deception and falsehoods. The files are in charge of the Notaries and, where appropriate, the Secretaries of each City Council, and they must form an exact inventory of how many papers exist.
