A Strong zoning 

determined the project, which clearly separated the commercial center from the government center and residential areas. The areas were laid out close to the lake, respecting a rigid grid.

Urban Satellites

The orthogonal organization of the city would allow a linear growth of the urban layout, along the main supply route. Each new nucleus would be called a satellite and would consist of two residential zones and a civic and administrative zone.

The government center

was located in the upper part of the site, between two residential neighborhoods, making it easier for civil servants to access their workplaces. There, amid large squares, were the palaces of the three powers, ministries and cultural facilities.

The cultural sector

would include museums, galleries, theaters, libraries and the cathedral, all integrated with the government monuments by large walkable and landscaped public spaces.

Irregular squares

with exclusive pedestrian access were proposed within the orthogonal blocks of the commercial center. Tall buildings would be used for offices and institutions, while low-rise buildings would house stores, bars and restaurants.

The Inspiration

for the design of the commercial sector was the irregular design of the old public squares, which, in addition to contrasting with the orthogonality of the rest of the city, allowed the increase of storefront areas.

The residential sectors

would be connected by a large commercial avenue and green spaces for recreation and community services.

Three types of housing

Houses, low-rise buildings and high-rise buildings would be present in the same residential block, in order to promote integration between different social classes.
