Associated Observer Countries of the Community of Portuguese Speaking Countries (CPLP):

- non-member countries with which it is intended to promote better international cooperation.

Associated Observers can participate, without the right to vote, in the Summits of Heads of State and Government, as well as in the Council of Ministers, being granted access to the corresponding non-confidential documentation, and may also present communications as long as they are duly authorized.
